Anti-Terrorism and Effective Death Penalty
Act of 1996

Effective April 24, 1996, pursuant to the Antiterrorism and Effective Death Penalty Act of 1996, Title 28, U.S.C. §2244(d), a new federal statute of limitations was applied the filing of federal habeas corpus petitions.

A challenge to a state conviction must be made by federal habeas corpus petition within one year of the final ruling of the state courts, or the claimant will be forever barred from having his case reviewed in a federal habeas corpus proceeding.
